SHENYANG, China – The "Liaoning International Logistics Corridor Supply Chain Supply and Demand Matchmaking Event," hosted by the Liaoning Provincial People's Government and jointly organized by the CAREC Federation of International Logistics and Commerce Associations (CFILCA), the Liaoning Provincial Department of Commerce, and the Trade Development Bureau of the Ministry of Commerce, was successfully held in Shenyang on October 16, 2025. The event attracted over 300 participants, including government representatives, leading industry enterprises, leaders of logistics and business associations, and experts including regions such as CAREC, ASEAN, Russia and the European Union, to explore new opportunities in regional logistics corridor development and supply chain integration.

Mr. Cui Changzheng, Deputy Secretary-General of the Liaoning Provincial People's Government, and Mr. Wang Deyang, Deputy Director of the Trade Development Bureau of the Ministry of Commerce, attended and delivered opening remarks. Leaders from international organizations and industry institutions, including Professor Thomas Sim, Chairman of the International Federation of Freight Forwarders Associations (FIATA); Captain Lin Zhong, Chairman of the CAREC Federation of International Logistics and Commerce Associations (CFILCA); Mr. Gogulescu Aurelian, Vice President of the Romanian Chamber of Commerce and Industry; Mr. Chalermsak Karnchanawarin, Chairman of the ASEAN Federation of Freight Forwarders Associations (AFFA); and Mr. Cai Jin, President of the China Federation of Logistics & Purchasing (CFLP), were present and addressed the event.
Expounding on Alliance Value and Logistics Finance Innovation
At the event, Captain Lin Zhong, Chairman of CFILCA, delivered a keynote speech titled "Mastering the Future of Supply Chains: Business Alliances Activate the New CAREC Logistics Ecosystem and Unlock Momentum for Sea Access Channels." He elaborated on three transformative pathways for regional logistics facilitated by establishing an international transport alliance: shifting from "fragmented transport" to "consolidated bulk shipping," from ” segmented, unmanageable transport to integrated, end-to-end manageable processes." and from "mere transportation model " to "financial empowerment", thereby promoting the development of sea access channels for the CAREC region.

Lin Zhong emphasized that mastering the dominance of end-to-end logistics is key to achieving logistics finance innovation. He pointed out that traditional railway and road transport documents are not documents of title, thus they cannot effectively support financial services. By integrating resources through business alliances and issuing multimodal transport bills of lading with the effect of documents of title, a standardized and trustworthy logistics finance system can be established. "Enterprises can use such authoritative bills of lading to conduct financing for goods in transit, letter of credit settlements, and other operations. This not only mobilizes regional capital flow but will also significantly alleviate trade financing difficulties in regions like Central Asia.

Official Launch of the CAREC-ASEAN International Transport Alliance
A significant initiative to advance Asian regional transport integration – the "CAREC-ASEAN International Transport Alliance" (hereinafter referred to as the "Alliance") – was officially launched during the event. Jointly initiated by CFILCA and AFFA, the Alliance brings together authoritative logistics and freight forwarding industry associations from over 20 member countries and regions in the CAREC and ASEAN areas. It aims to build an efficient transport and supply chain network system covering these two major economic regions, characterized by unified standards and mutual recognition of mechanisms. Professor Thomas Sim, President of FIATA, attended and witnessed the launch ceremony, demonstrating international organizational support for cross-regional collaboration and standard innovation.

The International Freight Forwarding Branch of the China Federation of Logistics & Purchasing (CFLP) was invited to send representatives to the new alliance's launch ceremony. During the meeting, they engaged in in-depth exchanges and discussions with international industry organizations from both CAREC and ASEAN regarding the establishment of the new alliance, further reflecting the active support of Chinese industry organizations for regional transport integration and mutual standard recognition.

High-Level Dialogue: Focusing on Alliance Implementation and Regional Synergy
At the CFILCA-themed high-level dialogue roundtable chaired by FIATA President Professor Thomas Sim, representatives from various national associations and enterprises delved into seven key topics concerning alliance implementation and regional synergistic development. These included jointly building CAREC sea access channels, challenges of the Trans-Caspian Transport Corridor, enhancing the voice of non-governmental organizations, constructing a risk guarantee system, promoting regional standardization, and talent cultivation.

As a co-organizer of this event, the CAREC Federation of International Logistics and Commerce Associations (CFILCA) effectively integrated regional advantageous resources, assisting Liaoning Province in building a new pattern of international logistics and supply chain cooperation facing the Eurasian continent. The successful hosting of this event marks a significant step forward in practical cooperation between Liaoning and regions like CAREC and ASEAN in the fields of logistics and supply chains, holding great importance for promoting inter-regional economic and trade connectivity and the deep integration of industrial chains.
