The CAREC Federation of International Logistics and Commerce Associations (CFILCA) has appointed Mr. Ying Qian as Senior Strategic Advisor. In this role, he will provide strategic advice and professional guidance on the Federation’s medium- and long-term development plans, international cooperation strategies and major projects.

Mr. Qian brings extensive experience in international development finance, trade and investment, and regional economic cooperation. He served for more than 25 years at the Asian Development Bank (ADB), where his positions included Director of the Public Management, Financial Sector and Regional Cooperation Division. During his tenure, he and his teams advanced development programs and projects across Central, South, Southeast and East Asia, covering public finance, financial market development, trade and investment, and regional economic cooperation. He also worked at the World Bank and American Express. Following his retirement from ADB, he was appointed Visiting Senior Fellow at the Boston University Global Development Policy Center in the United States.

In regional transport and trade facilitation, Mr. Qian was responsible for methodological design and regional data governance for ADB’s Corridor Performance Measurement and Monitoring (CPMM) project. This work has given him substantial expertise and practical experience in transport corridor performance monitoring, corridor data governance and related applications.

As Senior Strategic Advisor, Mr. Qian will draw on his experience in international development projects and regional economic cooperation to help CFILCA strengthen its development planning, advance priority projects, deepen engagement with international and regional organizations, and expand its international network of partners. He will lead strategic advisory efforts in transport corridor performance monitoring and data capacity development, cross-border trade and transport documentation, and supply chain digitalization, supporting high-quality development of regional connectivity and international logistics cooperation.

CFILCA’s predecessor, the CAREC Federation of Carrier and Forwarder Associations (CFCFA), undertook regional data collection and report publication for CPMM for ten consecutive years. Building on this experience, CFILCA is exploring CPMM data collection and data model development for transport corridors originating in China. It also intends to explore pilot initiatives in cross-border documentation and supply chain digitalization with relevant partners involved in the Railway Connectivity Standards Scheme (RCSS), as well as the World International Freight Forwarder Alliance (WIFFA) and other partners. Discussions on these potential collaborations are ongoing.

The appointment will further strengthen CFILCA’s international expertise and support closer cooperation across logistics, trade and finance. CFILCA looks forward to working with Mr. Qian to expand opportunities for its members and partners, advance practical projects and contribute to shared regional development.
