On the morning of December 12, 2025, the Overseas NGO Management Office of the Hubei Provincial Public Security Department, together with the Hubei Council for the Promotion of International Trade (CCPIT Hubei), issued the Registration Certificate for the China (Wuhan) Representative Office of the CAREC Federation of International Logistics and Commerce Associations (CFILCA) and held a brief certificate presentation ceremony. This marked the official establishment of the CFILCA China Representative Office in the Wuhan Financial Holding Central China Trade Service Zone, located in the Wuhan Yangtze River New Area.
Officials from the Overseas NGO Management Offices of the Hubei Provincial Public Security Department and the Wuhan Municipal Public Security Bureau, representatives from the International Liaison Department of CCPIT Hubei, Mr. Lin Zhong, Chairman of CFILCA, Mr. Chen Zheng, Vice Chairman, and Ms. Su Yi, Chief Representative of the China (Wuhan)Representative Office, attended the ceremony.
CFILCA was formerly known as the Central Asia Regional Economic Cooperation Federation of Carrier and Freight Forwarder Associations (CFCFA), which was approved at the 8th CAREC Ministerial Conference and officially established in March 2010 in Almaty, Kazakhstan. In order to implement the Joint Statement of the 17th CAREC Ministerial Conference supporting the establishment of a CAREC Chamber of Commerce, CFCFA was re-registered in October 2019 in Mongolia as the CAREC Federation of International Logistics and Commerce Associations.
After more than a decade of development, CFCFA/CFILCA has become an important non-governmental organization within the CAREC framework. Its members are distributed across all eleven CAREC member countries, including 25 industry association members and dozens of corporate members. As one of the earliest international regional NGOs established under CAREC and an active partner in implementing the CAREC Trade Facilitation Program, CFILCA has consistently represented and conveyed the collective interests of the non-governmental sector in trade facilitation policies, earning broad recognition from the international community.
During the ceremony, representatives from the Overseas NGO Management Office of the Hubei Provincial Public Security Department and the International Liaison Department of CCPIT Hubei jointly witnessed the unveiling of the Wuhan Representative Office and extended their sincere congratulations. They stated that the authorities would continue to combine lawful administration with optimized services, actively fulfill their guidance and support responsibilities, and assist the Representative Office in carrying out activities in accordance with laws and regulations. They expressed hope that the Office would leverage CFILCA’s extensive resources in the Central Asian logistics and business sectors to promote practical cooperation between Hubei Province and Central Asian countries in areas such as logistics corridor development, cross-border supply chain collaboration, and industrial park co-development, thereby contributing to Hubei’s high-level opening-up and its role as a strategic pillar for the rise of central China.
Chairman Lin Zhong and Chief Representative Su Yi expressed their sincere appreciation for the strong support from the relevant authorities. They noted that with the establishment of the Wuhan Representative Office, CFILCA will fully leverage its core strengths. First, by utilizing its expertise in standards development, CFILCA will continue to advance the formulation and implementation of digital trade and logistics rules required for the CAREC–ASEAN Cross-border Digital Logistics Corridor, supporting its efficient operation, promoting the transformation of Chinese standards into international regional NGO standards, facilitating mutual recognition of standards among Central Asian countries, and accelerating “soft connectivity” through standards. Second, by leveraging its extensive governmental and industry networks, CFILCA will promote supply chain connectivity, investment cooperation, and enterprise project implementation, fully supporting Hubei’s integration into the Central Asian supply chain system and enhancing its international logistics competitiveness.
The China (Wuhan) Representative Office further reaffirmed its commitment to lawful and compliant operations, strengthening risk prevention and information reporting mechanisms, and safeguarding national interests as well as a sound international cooperation environment.
